Resumen
Hacia fines de 2017, Cataluña inició el proceso de implementación de la Renta General de Ciudadanía (RGC) surgido a través de una Iniciativa Legislativa Popular. El artículo se propone comprender el proceso de creación e implementación de la RGC a partir de cuatro ejes: 1) las tensiones de sentido entre el ideario del universalismo incondicionado cristalizado en las propuestas de Renta Universal y las rentas condicionadas y focalizadas; 2) su oportunidad en el contexto socioeconómico español y catalán; 3) las orientaciones de sentido del Grupo Promotor de la Iniciativa enfatizando las distintas visiones sobre el alcance de la RGC (“trabajistas” versus “universalistas”); 4) el aporte de la RGC respecto de las políticas anteriores y los problemas iniciales en su implementación, que reactualizaron el debate sobre las “trampas” de las políticas focalizadas y condicionadas. El estudio trasciende la experiencia catalana y ofrece pistas para alimentar discusiones vigentes en el campo de las políticas sociales.

Resumen
Towards the end of 2017, Catalonia began the process of implementing the General Citizenship Income (GCI) that emerged through a Popular Legislative Initiative. The article aims to understand the process of creation and implementation of the GCI based on four axes.: 1) the tensions of meaning between the ideology of “universalism unconditionally” crystallized in the Universal Income proposals and the “conditioned and targeted” rents; 2) its opportunity in the Spanish and Catalan socio-economic context; 3) orientation of meaning of the Promoter Group of the Initiative emphasizing the different views on the scope of the GCI (“Labor” versus “universalists”); 4) the contribution of the GCI regarding the previous policies and the initial problems in its implementation, which updated the debate on the “traps” of the targeted and conditioned policies. This article transcends the Catalan experience and offer clues to feed current discussions in the field of social policies
