Resumen
El presente artículo continúa anteriores reflexiones de lo que en su momento he denominado “accountability horizontal”. Se comienza por plantear, en términos muy generales, lo que considero es, rigurosamente, una contradicción entre las aspiraciones de, por un lado, lograr centros de decisión con alta capacidad decisoria y, por el otro, protegerse del poder que estos centros tienden a acumular. Luego de revisar la posición acerca de este tema de las corrientes democrática, republicana y liberal, en el texto se distinguen dos tipos de agencia de accountability horizontal, las de balance y las asignadas. El texto concluye argumentando que probablemente los fenómenos más interesantes, tanto desde el punto de vista práctico como teórico, y que necesitan mucha investigación, se encuentran en las interacciones entre la accountability horizontal y la vertical.

Abstract
This article continues previous considerations of what at the time I have called “horizontal accountability”. It begins by posing in very general terms what I believe is, strictly, a contradiction between, on the one hand, the aspirations of achieving high centers of decision with decision-making capacity and, on the other hand, to protect themselves from the power accumulated by these centers. After reviewing the democratic, republican and liberal theories’ positions on this issue, two types of horizontal accountability agency are distinguished: the balance ones and the assigned ones. The text concludes by arguing that probably the most interesting phenomena, both from the practical and the theoretical point of view, and in the need of a lot of research, are in the interactions between the horizontal and vertical accountabilities.
